On December 4, 2019, Karlan and three other law professors, Noah Feldman, Michael Gerhardt, and Jonathan Turley, testified before the House Judiciary Committee about the constitutional grounds for presidential impeachment in the impeachment inquiry of President Donald Trump. As a result, she made a contentious remark during President Trump’s impeachment hearing in December 2019.

“Contrary to what President Trump has asserted, Article 2 does not give him the authority to do whatever he wants,” he argues, adding that “the Constitution specifies there can be no titles of nobility, so while the president can name his son Barron, he cannot declare him a baron.”

Pamela later apologized.
