Thousands of public mourners were observed entering the United States Capitol to visit his casket and receive congratulations from his widow, Maya Rockeymoore-Cummings, following a state burial attended by relatives and members of Congress. Cummings sought to know if McGwire was “taking the Fifth,” referring to the Fifth Amendment, after McGwire answered many questions in a hazy manner. “I am here to talk about the future, not the past,” McGwire said in response. The interaction came to represent the entire investigation.

More on his professional life

Cummings presented the Presidential and Federal Records Act Amendments of 2014, a bipartisan bill that was signed into law in December 2014 by then-President Barack Obama. Cummings and Representative Darrell Issa (R-California) co-sponsored the bill, which amends the Federal Records Act and the Presidential Records Act. The measure modernizes the definition of a government record to explicitly encompass electronic documents, among other things.

Elijah backed the Smart Savings Act, which would replace the Government Securities Investment Fund as the default investment in the Thrift Savings Plan (TSP) with an age-appropriate target-date asset allocation investment fund (L Fund) (G Fund). The plan, according to Cummings, is a “commonsense move” that “would enable workers to take full benefit of a diversified fund designed to provide higher returns.” The All Circuit Review Extension Act was introduced by him.

A bill that would allow federal employees who appeal a Merit Systems Protection Board (MSPB) verdict to file their appeal in any U.S. circuit court of appeals, rather than just the U.S. Court of Appeals for the DC Circuit, for three years. He also said that the Federal Circuit Court of Appeals has a “disastrous track record in whistleblower cases.” “Our party does not simply believe, but understands that Black Lives Matter,” Cummings said at the 2016 Democratic National Convention. But we also realize that when our community and law enforcement work together, we achieve the best results.”
