All-SEC Freshman Team Starks received team honors. He hit a buzzer-beating three-pointer to help the Aggies defeat Alabama 81-80 on January 12, 2019. After suffering a right shoulder injury in a loss to LSU on February 26, Starks was hospitalized and forced to miss the rest of the season.
Further, Mo Williams, an assistant coach at Cal State Northridge, approached Starks after she entered the transfer portal. Despite not being familiar with the program, he chose to sign with the Matadors over DePaul. Starks sat out the rest of the season as a redshirt after Lamine Diane and Terrell Gomez left the team at the end of the season.
On February 19, 2021, he scored 31 points in a 75-74 loss to Hawaii. As a redshirt junior, Starks averaged 21.7 points, 3.0 rebounds, 3.0 assists, and 1.4 steals per game. He was named Big West Newcomer of the Year and First Team All-Big West. After the season, he declared for the NBA draft in 2021.

On September 5, 2021, Starks signed his first professional contract with Rytas Vilnius of the Lithuanian Basketball League. Starks joined the Wisconsin Herd in October 2021 after a successful tryout. On December 11, 2021, Starks signed a contract with Nevis of the Lithuanian Basketball League. Over the course of ten games, he averaged 18.9 points, 2.9 rebounds, and 4.5 assists.
On March 26, 2022, Starks agreed to terms with Semt77 Yalovaspor of the Turkish Basketball Super League for the remainder of the season. He averaged 13.2 points, 2.8 rebounds, and 3.2 assists per game. On July 30, 2022, Starks signed a contract with the Greek team Kolossos Rodou.
